Town of Moraga Announces Release of RFP for Solar Microgrid Project - Posted: October 9, 2025

The Town of Moraga is pleased to announce the release of a Request for Proposals (RFP) for the Town Facility Energy Reliability Project (CIP 23-108).
 The RFP was advertised on Thursday, October 2, 2025, and seeks qualified firms to design, build, and operate solar microgrids that will enhance the Town’s energy resiliency and sustainability across three critical facilities:

  • Town Hall and Police Department Offices
  • Council Chambers and Corporation Yard
  • Moraga Library

Project Overview

The project will install integrated solar microgrid systems combining:

  • Solar photovoltaic (PV) panels
  • Battery energy storage systems (BESS)
  • Modern backup generators
  • Electric vehicle charging infrastructure (EVCI)

A microgrid is a localized energy system capable of operating both while connected to the utility grid and independently (“island mode”) during outages or disruptions. This system will help maintain essential Town operations during power interruptions and improve overall energy reliability.

Proposal Requirements

Proposers must submit both Engineering, Procurement, and Construction (EPC) and Power Purchase Agreement (PPA) pricing options. The Town intends to select one firm to serve all three facilities.

Proposals should demonstrate the proposer’s ability to deliver cost-effective, reliable, and long-term energy solutions that:

  • Maximize renewable energy utilization
  • Support a minimum five-day resilience duration during utility outages

RFP Schedule

  • Mandatory Site Walk: October 22, 2025
  • Deadline for Proposer Questions: October 24, 2025
  • Proposal Submission Deadline: November 20, 2025
  • Interviews (Shortlisted Proposers): Week of December 8–11, 2025
  • Town Council Consideration: January 28, 2026

The site walk is mandatory to be eligible to submit a proposal. At least one representative from each proposing team must attend to be included on the official proposer list.

Following interviews, Town staff will evaluate proposals, request refinements as needed and present a recommended proposal to the Town Council for consideration and potential award.

On January 12, 2022, Town Council of Moraga adopted the 2021-22 Capital Improvements Budget, which included a Town Facilities Energy Generation Study. The objective of the study was to identify appropriate redundant power needs and sources for various Town-owned facilities in case of power outages or disruptions that could adversely impact critical services.

On January 12, 2022, Town Council awarded a Professional Services Agreement to Clean Coalition of Santa Barbara, California to conduct the Town Facility Energy Generation Study (CIP 21-109) project.

The study is assessing the use of various alternative energy sources and the energy reliability needs of the existing Town-owned facilities at 329 Rheem Blvd, 335 Rheem Blvd, 2100 Donald Dr, and 1500 Saint Mary’s Rd. 

Stakeholder feedback is critical to help inform the preparation of this important Study. A Public Meeting was held held on Thursday, April 21, 2022 via Zoom to receive community comments and feedback. The Town requested that interested community members attend.
