01/06/25 -01/10/25 Corliss Drive Traffic Striping Schedule

As promised, Bay Cities completed the final paving of Corliss Drive last week on Monday, December 30th! We will perform the final striping and signage installation on Corliss Drive next week. The proposed work will be performed on Tuesday,1/7 and Wednesday, 1/8 under flagging control. The turning movement restrictions at Wakefield Drive will become permanent (no left turns). Please expect no more than 5 minutes of traffic delay. We appreciate your patience as we are nearing the completion of this project.

Unfortunately, due to weather impacts, paving did not occur on December 23. Bay Cities is now planning on grinding and paving Corliss from Wakefield Drive to Wakefield Drive on Monday, December 30 (weather permitting).  We wanted to wish everyone a happy holiday!

Bay Cities will instead grind and asphalt pave the entire width of Corliss Drive from Wakefield Drive to Warfield Drive on Monday, December 23. 2024 (weather permitting). If weather conditions do not allow, the paving will be rescheduled until favorable weather conditions.

Traffic control devices have already been removed, and flaggers will be on-site during the paving operation to manage traffic. The crew will ensure emergency access and maintain driveway ingress and egress throughout the process.

12/16-12/23 (Corliss Drive Sidewalk Improvement-Week 3)

The Town will complete the concrete sidewalk and retaining wall improvements. The water barriers and most of the traffic control devices will be removed, but temporary no-left-turn and no parking signage will remain in place. Tentatively, Bay Cities plans to grind and pave the segment from Wakefield to Warfield, weather permitting. The paving work is expected to take one working day, and the crew will ensure emergency access for driveway ingress and egress.

11/12-11/15 (Corliss Drive Sidewalk Improvement-Week One)

The street rehabilitation project is progressing to its final phase: the Corliss concrete curb and gutter, and pavement improvement between Wakefield and Warfield Drives. This phase will involve concrete curb and gutter, asphalt paving, and landscape restoration, and new concrete sidewalks (if approved by the Town Council at their Wednesday, November 13, 2024 meeting). Please expected this work to take approximately four weeks (till 12/11), though weather conditions may cause delays. We appreciate your patience and cooperation during this essential roadway repair. One side of Corliss Drive from Wakefield to Warfield Drive (4 to 16 Corliss Drive side of the street) will be closed for construction. 

There will only be one (1) way traffic allowed during construction from Wakefield to Warfield Drive. All of these traffic impacts has been coordinated with Police Department, Moraga - Orinda Fire District, Moraga School District, US Postal Service, Garbage Refuse companies, neighbors directly adjacent to work and the school bus services.

10/12 (Saturday Arrows, Crosswalks, Bike Sharrows Striping)

Bay Cities will continue striping the arrows, crosswalks, and bike sharrows on Saturday, October 12, from 7 a.m. to 4 p.m. The work will primarily take place at the intersections of Moraga Road, St Mary's Road, Donald Drive, and Corliss Drive. There will be no impact traffic on roadways. Parking will be prohibited in the work zone only. Thank you for your understanding and cooperation.

10/03-10/18 10/12 (Saturday Arrows, Crosswalks, Bike Sharrows Striping)(Moraga Road-Donald Drive Sidewalk Implementation)

Repairs to the sidewalks at the intersection of Moraga Road and Donald Drive will commence on October 3rd. The initial phase will involve the removal of trees and the demolition of existing concrete sidewalks and curbs to ensure compliance with ADA accessibility standards. The tentative completion date for the new sidewalk is expected around October 18th. During construction, only one lane southbound of Moraga Road will remain closed, and traffic control will be in place. However, driveway ingress and egress will remain accessible throughout the construction period. We appreciate your patience and cooperation during this essential roadway repair.

9/20-9/21 (Micro-surfacing Seal-Moraga Road)

Moraga Road will continue to have a microsurfacing seal applied over the pavement this Friday, 9/20, and on Saturday, 9/21, from 7 AM to 7 PM, causing some traffic delays of typically no more than 20 minutes. To avoid significant delays this Saturday during Lafayette’s Art & Wine Festival, we suggest motorists use St. Mary’s Road when traveling to and from Moraga. We apologize for any inconvenience caused by the traffic delays. Please check the attached road closure information for Lafayette’s Art & Wine Festival in Downtown Lafayette.

The rubberized chip seal is scheduled for next Tuesday, 9/17, followed by microsurfacing from Thursday, 9/19, through Saturday, 9/21.  For Saturday, 9/21 only, there are extended work hours from 7 AM to 7 PM. Town staff have coordinated with Saint Mary’s College and Campolindo High School regarding the upcoming cape seal schedule. Please expect traffic delays of up to 20 minutes during the posted construction hours (weekdays 8:30 AM to 4 PM). We encourage you to use alternate routes to avoid Moraga Road and St Mary's Road during construction hours. Driveway ingress and egress will remain open during construction. We appreciate your patience and cooperation during this essential roadway repair.

We are proud to announce that the paving portion is nearing completion, with just a little over a week of work remaining. Bay Cities will continue milling and paving operations next week at Corliss Drive. The proposed work will include a full road closure on Corliss Drive for Monday-8/19 and Tuesday- 8/20,8 AM-5 PM, from Moraga Road up to Crossbrook Drive. Please use the recommended detour route on Camino Ricardo and Moraga Way as follows:

  Week 8/12-8/16

Bay Cities original pavement overlay schedule for today was to complete the final pavement overlay of one side of Paseo Del Rio today (8/9/2024), as the first project street work then move to another smaller project street to work for a few hours. The previous day, Bay Cities removed (milled) all the existing deteriorated Paseo Del Rio asphalt pavement down to the rock base. This milling process exposed a leaking EBMUD water line under the existing pavement and broke an AT&T communication line, all on one side of Paseo Del Rio. Bay Cities shifted paving operations to another smaller street today to allow Paseo Del Rio utility repairs to be performed.

Below is the town's look-ahead paving schedule for next week. Bay Cities will perform mill and fill pavement overlay rehabilitative treatments on Paseo Del Rio, Fairfield Place, Constance Place, Butterfield Place, Millfield Place, Springfield Place, Redfield Place, and Lakefield Place. Pavement Spot Repairs on Donald Dr and Wimpole Street on Monday, August 8, 2024.   

The Town had previously identified the shallow AT&T communication line(s) during the Paseo Del Rio roadway design work and asked AT&T to lower the line(s). AT&T's position on how to handle shallow lines was instead of lowering their AT&T communication lines prior to the Town’s pavement work, that they would have AT&T crews on standby to repair any damage. AT&T crews were called out, and they recommended abandoning this communication line repairs as it is no longer in use.

As for the leaking EBMUD water line, these situations are sometimes harder to detect in advance and are fixed on an as-needed basis after the existing deteriorated asphalt pavement is removed (milled off). 

 In order to avoid significant contractor delay claims and return the Paseo Del Rio street to its safest condition, a fully paved street, Bay Cities will begin paving one side of Paseo Del Rio at approximately noon today. This will minimize delay claims and make the street safer, but the paving operation will run late today. The contractor is planning to fully open Paseo Del Rio to two-way traffic around 7 PM tonight. Below is a picture of Bay Cities beginning the final pavement “lift” on the east side of Paseo Del Rio Street. The final pavement “lift” on the west side of Paseo Del Rio Street is planned for Monday, August 12, 2024.

PAVING

The street asphalt paving is scheduled for Friday, August 9, through Friday, August 16, 2024. Please expect traffic delays throughout the construction zone. The roadway is expected to remain open throughout construction work with a posted reduction in speed limits. We apologize for any traffic delay this may cause you. 2023 and 2024 Pavement Rehabilitation Project Background

The design street list for the 2023 and 2024 Pavement Rehabilitation projects is below.  The Design Treatments will include using a Rubberized Cape Seal, overlays, and full-depth Reclamation (FDR). The streets listed in the table below are subject to change during design for many reasons, including underground conflicts, budgets, construction bid proposals, etc.  The final list will be made available when the Town Council awards the construction contract.

Starting June 14, the Town Contractor will prioritize the demolition of concrete flatwork on the selected streets. There will be limited shoulder parking, pedestrian traffic control, and some level of noise due to concrete demolition.

“Worst-First" Residential Pavement Rehabilitation Program

 In May 2020, the Town Council adopted a "Worst-First" residential pavement repair approach, prioritizing streets designated as being "Very Poor" (a Pavement Condition Index, or PCI, range of 0-25) and "Poor" (a PCI ranging from 26-50) pavement condition. The 2023 and 2024 Pavement Rehabilitation Projects (CIP 23-401 & 24-401) are in the Town of Moraga's Fiscal Year (“FY”) 2023/24 and 2024/25 Adopted Capital Improvement Program (“CIP”) Budgets. The completion of the 2023 and 2024 Pavement Rehabilitation Projects (Projects) were identified in the 2023 Town Council Goals.

The Town Council on October 27, 2021, awarded the design contract to Harris and Associates to complete the engineering design for the rehabilitation of the "Worst-First" residential pavements, storm repairs, limited curb and gutter repairs, and installing/upgrading substandard curb ramps. The construction work would be phased over three separate projects over three construction seasons based on the recommendations of the Basis of Design report approved by Town Council on March 23, 2022.  

The Town Engineer is recommending that both 2023 and 2024 street rehabilitation projects begin construction in 2024 (with the goal of construction completion in one construction season). The Town could benefit from possibly lower overall construction and management costs because of the shorter project cycle and reducing the potential impact of annual construction escalation for inflation. To do this, the Town has met the following milestones:

  • On January 23, 2024, the Town Council awarded a Professional Services Agreement for Construction Management, Inspection, and Material Testing Services to Substrate, Inc. for the 2023 and 2024 Pavement Rehabilitation Project (CIP 23-401 & 24-401). 
  • On April 24, 2024, the Town Council awarded Bay Cities Paving and Grading, Inc. (Concord, CA) a construction contract for the 2023 and 2024 Pavement Rehabilitation Project (CIP 23-401 & 24-401). The Project started construction in the Summer of 2024. Bay Cities will meet the project's final completion by the end of 2024.
  • On May 1, 2024, the Town held a pre-construction meeting at the public works department office. The Town started reviewing the submittals and issued a Construction Notice to proceed to Bay Cities on May 22, 2024. 
  • On June 3, 2024, Bay Cities installed drainage inlet protection, project information and funding signs, and utility potholing. The concrete flatwork repairs and replacement started in mid-June.  The Town prioritized the concrete work repairs on Moraga Rd, St Mary's Rd, Donald Dr, and Corliss Dr for the advantageous of school summer break.

Work Hours and Traffic Controls

Work hours are typically expected to be from 8:00 AM to 5:00 PM, Monday through Friday, though some variations in this schedule may occur. We appreciate your patience during this important road resurfacing work.

Street parking will be prohibited at posted times. Please look for “No Parking” signs posted on barricades with specific days and hours of restricted parking. It is critical that no cars remain parked on the streets in these posted areas during the indicated times as they may be towed. There will be traffic and pedestrian handling procedures put in place to minimize any inconveniences that may be caused by construction; however, we recommend taking alternate routes where possible and finding parking on adjacent streets to avoid significant delays. Emergency access will always be provided.

When traveling to and from home during construction: Please observe lane and street closures and posted speed limit signs and signs indicating delays during each phase of construction.

We request that you park your vehicles off the street when noticed to avoid oil spray and allow us to treat and clean the entire pavement surface. It is recommended that if you need to leave your house for any reason during work scheduled on your street, park your car(s) on a side street or a street not scheduled for paving work.

Note that garbage pickup will continue on your regular scheduled day. Please put your containers out the night before as usual. All postal services will continue as normal. On the days when surface treatment will be performed on your street, make sure to keep your sprinkler system off to prevent any delays. Additional notifications will be distributed prior to major operations detailing the impacts on your street.

We wish to call to your attention the following precautions to help us perform a better job and protect you, your family, and your property.
