The 1600 School Street project is a proposed 66-unit multifamily residential apartment building including five below market rate affordable units located at 1600, 1640 and 1660 School Street located at the western corner of the intersection of Country Club Drive and School Street. The zoning for the project site is MCSP Mixed Office/Residential, with a Moraga Center Mixed Office/Residential (12-24 du/ac) general plan designation. The application proposes merging three contiguous parcels (1600, 1640, and 1660 School Street) that each contain a commercial office building with shared surface parking. The two buildings located at 1640 and 1660 School Street would be demolished and replaced with the new apartment building. The Lafayette Moraga Regional Trail is located within an easement that runs through the northern portion of the property, and further north of that is Laguna Creek.
The proposed building would be 4 stories of residences and residential amenities with a parking garage on the ground level. The project includes a mix of 1-bedroom, 2-bedroom, and 3-bedroom units. There will be 80 parking spaces within the ground level garage and 56 parking spaces within a surface parking lot that would be shared with two existing office buildings that would remain at 1600 and 1620 School Street. In addition, the project proposes internal facilities for residential amenities, landscape improvements to the site, and an elevated outdoor courtyard amenity space on the second floor serving the apartment residents. The residential gross floor area would be 88,060 square feet with the gross floor area of the garage 23,511 square feet. The proposed building height is 49 feet to the top of the rooftop parapet, which is 4’ above the 45-foot height limit for the MCSP Mixed/Office Residential zoning district. The increased height is being requested with a State Density Bonus Law waiver.
