Hetfield Estates Subdivision
The Hetfield Estates Subdivision is a seven-lot clustered single-family residential development on a 58.2-acre site zoned Moraga Open Space (MOSO) that was originally submitted in 2005. The project is located at the southern terminus of Hetfield Place just south of Sanders Drive. Because an existing creek separates the site from Hetfield Place, a new bridge will be required to connect the project to the terminus of that street.
The Planning Commission certified an EIR and approved the Conceptual Development Plan for the project on July 16, 2012. The Planning Commission then approved the General Development Plan, Vesting Tentative Map, Conditional Use Permit and Hillside Development Permit for the project on March 3, 2014. These approvals were appealed in March 2014, but on May 21, 2014, the Town Council ultimately voted to uphold the Planning Commission’s decision.
On February 24, 2016, the Town Council adopted Resolution No. 15-2016 granting a two-year extension to the Vesting Tentative Map and related project approvals to May 21, 2018. On December 4, 2017, the applicant submitted the Final Map, Subdivision Improvement Plans and Precise Development Plan to the Town for review, as well as several related technical reports and documents. Since that time, the various plans and related documents have been under review. Needing more time to obtain the necessary approvals and fulfill many of the conditions of approval of the Vesting Tentative Map, the applicant obtained approval of four subsequent one-year extensions from the Town Council through the adoption of Resolution No. 54-2018 on August 22, 2018, Resolution No. 41.-2019 on May 22, 2019, Resolution No. 7-2020 on May 13, 2020, and Resolution No.21-2021 on May 12, 2021.
On February 1, 2022, the Planning Commission approved the Precise Development Plan, Grading Permit, and Design Review for Landscaping, Bridge, Retaining Walls and Design Guidelines for future homes (PC Resolution No. 02-2022). On April 27, 2022, the Town Council adopted Resolution 39-2022 approving the Final Map and Subdivision Improvement Agreement to effectuate the Recordation of the Final Map
