Pavement Management Program

The Town is responsible for the maintenance and repair of 58.6 centerline miles of paved public streets which include 13.8 miles of arterial, 15.8 miles of collector, and 26.3 miles of residential streets. The Town’s Street Network replacement value is estimated at $157.7 million and assumes replacement of the entire pavement network in present day dollars. This represents a significant asset for Town officials to manage. 

New Street Management Program Analysis (2025-2045)

In April 2025, the Town Council received the 2025 Street Management Program (SMP) Report and directed staff to use a “Balanced-Approach” street rehabilitation approach to maintaining the Town streets, paths and parking lots. The link for the 2025 Street Management Program PowerPoint Presentation.

The Town’s management of the SMP, funded primarily by Measure K, has exceeded the 2012 forecast, which predicted a future PCI of 65 by 2031. A recent 2025 street network analysis places the Town’s current PCI at 78, and Moraga’s streets are categorized in the following conditions: 0% as Very Poor, 1.6% as Poor, 28.2% as Fair, and 78.2% as Good. The latest monthly StreetSaver® Executive Summary ranks the Town’s streets in the 86th percentile of all streets in the San Francisco Bay Area, up from the Town’s 75th percentile in 2020. Street Management Program (2020-2024)

In April 2020, the Town Council received the  2020 Pavement Management Report and directed staff to use a "Worst-First" pavement repair approach to target repair of  Town streets, paths and parking lots in "Very Poor" and "Poor" pavement condition.  At that time, the Town’s Street network average PCI was 74. This PCI put the Town in the 75th percentile or the top 25% of all 109 cities and counties in the San Francisco Bay Area region. The rehabilitation of the Town’s worst streets will be done over a three-year period from 2022 to 2024.  

In March 2022, the Town Council accepted the 2022-2023 Pavement Rehabilitation Basis of Design Memo for Pavement Treatment Recommendation and provided staff direction on the implementation of the Three-Year "Worst-First" Pavement Rehabilitation Project. Street Management Program (Pre 2020)

The Town’s overall Pavement Condition Index (PCI) increased to "Good" and the reduction in "Very Poor" ( 6% in 2011 to 3% in 2020) and in "Poor" streets (51% in 2011 to 10% in 2020) presents a strategic opportunity to focus on repair of the worst streets. The reduction in the number of streets needed complete reconstruction allows the Town to develop a three-year $7.1 million project to eliminate the streets in the worst condition.  This work is possible because of the voter-approved Measure K local sales tax.

What to Expect 

Prior to Construction

Prior to construction, please expect :

  • A notice from the Town to all affected residents regarding the upcoming work 1 to 2 weeks before construction begins.
  • Please pay close attention to signs on and around your street indicating when street closures may occur and plan accordingly.

During Construction

During construction, please expect:

  • Please do not park or drive on streets if construction signage indicates that the street will be closed.
  • Please observe temporary posted speed signs (typically 15 miles per hour).
  • The roadway rehabilitation will consist of potholing to identify underground utility locations, tree trimming, pulverization of the roadways, off haul of excess material, incorporating a cement treatment, pavement overlay, and traffic striping.
  • Street closures may occur any time between 8 am and 5 pm.
  • To avoid tracking asphalt onto your driveways and property, please pay attention to contractor signage and wait until the street has been cleared for access.
