Town of Moraga, General Plan Update

[ARCHIVED] Comprehensive Advanced Planning Initiative Housing Element, General Plan Consistency, and Final EIR

The Comprehensive Advanced Planning Initiative Planning Commission Meeting for the Housing Element, General Plan Consistency, and certification of the Final EIR will be taken to the January 10, 2023.

The Comprehensive Advanced Planning Initiative Planning Commission Meeting for the Housing Element, General Plan Consistency, and certification of the Final EIR will be taken to the January 10, 2023 . The Planning Commission will take action on the follow:

  • Adopt a Resolution recommending Town Council certification of the Final Environmental Impact Report and Mitigation Monitoring and Reporting Program as required under the California Environmental Quality Act (CEQA).
  • Resolution recommending Town Council adoption of CEQA findings and Statement of Overriding Considerations and adoption of the 2023-2031 Town of Moraga Housing Element, including findings of substantial compliance.
  • Resolution recommending adoption of Moraga General Plan Text Amendments to increase the density of housing opportunity sites to 24 DUA, including internal consistency amendments, Circulation Element Amendments to comply with SB 743, and Safety Element Amendments to comply with AB 747 and SB 99.
  • Resolution recommending Town Council adoption of an Ordinance amending Title 8 of the Moraga Municipal Code to: 
    1. increase the allowable density in the MCSP MU-RR District and MCSP MU-OR District zones from 20 dwelling units per acre to 24 dwelling units per acre 
    2. amend the Moraga Zoning Map on selected Moraga Center parcels from R-20-B to R-24 
    3. amend the Moraga Zoning Map on selected Moraga Center parcels from MCSP-C District to MCSP MU-RR District
  • Resolution recommending Town Council adoption of an Ordinance amending Title 8 of the Municipal Code to: 
    1. establish new chapters within Title 8 of the Moraga Municipal Code creating the Rheem Park Mixed Office-Residential District Zone, the Rheem Park Mixed Commercial-Residential District Zone (RP MC-R), and the R-24 (24 dwelling unit/acre) Zone
    2. rescind the Suburban Office (SO) zone
    3. amend the Moraga Zoning Map on selected Rheem Park Area parcels from Suburban Office (SO) to Rheem Park Mixed Office-Residential (RP MU-OR)
    4. amend the Moraga Zoning Map on selected Rheem Park Area parcels from Community Commercial (CC) to Rheem Park Mixed Commercial-Residential (RP MU-CR)
    5. amend the Moraga Zoning Map on selected Rheem Park Area parcels from Limited Commercial (LC) to Rheem Park Mixed Commercial-Residential (RP MC-R)
