Passage of Measure K Ballot Measure
In November 2012, the voters of Moraga passed a 1.0% local sales tax revenue measure (Measure K) via a 70.5% voter approval rate (5,993 yes votes; 2,503 no votes).
Purpose of Measure K
The length of this revenue measure is for 20 years, sunsetting in 2033, unless extended by local voters. The description of Measure K as it appeared on the ballot is as follows:

"To keep local streets from falling into disrepair and maintain Town services, including: fixing potholes and cracks; maintaining neighborhood police patrols and response times; repairing neighborhood streets; maintaining recreation programs for youth and seniors; other general Town services, shall the Town of Moraga enact a one-cent sales tax for 20 years with authority to incur debt to accelerate infrastructure projects, with annual audits, citizens' oversight, no funds for Sacramento and all funds spent only for Moraga."
Role of the Local Sales Tax Oversight Committee
Pursuant to Measure K's Implementation ordinance, Ordinance Number 238 Section 3.20.140 - Oversight, Annual Audit and Public Report (PDF), the Town Council established a Local Sales Tax Oversight Committee to perform an objective and transparent annual review of Measure K revenues and expenditures.
The Local Sales Tax Oversight Committee consists of seven members, all residents of the Town of Moraga, appointed by the Town Council. The Committee meets between two and four times per year, or as reasonably determined by the Town Council or Local Sales Tax Oversight Committee or Town Council.
The Local Sales Tax Oversight Committee is charged to conduct an annual review and report to the Town Council on the revenues and expenditures of the Local Sales Tax (also referred to as "Transactions and Use Tax"). The Committee shall sunset in 2033, unless extended by the voters. The Committee’s specific duties are as follows:
- Annually, review revenue receipts and expenditures of the Local Sales Tax.
- Annually, review the status and performance of the programs and services, funded wholly or partially with proceeds from the Local Sales Tax.
- Annually, prepare an independent report to the Town Council regarding the revenues and expenditures of the Local Sales Tax.
- It is not within the purview of the Committee to direct staff, recommend any particular contracts, or define the scope of a road repair project. These responsibilities remain under the authority of the Town Council, Town Manager and professional staff.
