THE TOWN OF MORAGA AT 50: COMMUNITY AND UNITY

GOOD AFTERNOON MORAGA!

ON BEHALF OF THE MORAGA TOWN COUNCIL, I WANT TO WELCOME ALL OF YOU WE HAVE COME TOGETHER TODAY TO CELEBRATE OUR COMMUNITY AND TO KICK OFF THE YEAR-LONG 50TH BIRTHDAY PARTY FOR THE TOWN OF MORAGA

BEFORE I GET STARTED, I WANT TO THANK EVERYONE WHO MADE THIS CELEBRATION POSSIBLE

 FIRST, OUR FRIENDS AT ST. MARY’S COLLEGE.  THANK YOU FOR EMBRACING THIS IDEA, FOR HOSTING THE EVENT, AND FOR YOUR COMMITMENT TO HAVING TODAY’S LUNCHEON BE JUST ONE OF MANY PRODUCTIVE COLLABORATIONS BETWEEN THE COLLEGE AND THE TOWN

THE PURPOSE OF TODAY’S TALK IS TO INFORM, TO CELEBRATE, AND TO INSPIRE

I’LL START BY REFLECTING ON WHO WE ARE AS A COMMUNITY AND WHAT MAKES US DISTINCTIVE

I'LL THEN SHARE A SAMPLE OF THE MANY THINGS THAT THIS TOWN -- IN PARTNERSHIP WITH OUR ENTIRE COMMUNITY -- ACCOMPLISHED IN 2023

AS MANY OF YOU KNOW, MUCH OF WHAT YOUR MORAGA TOWN COUNCIL AND YOUR TOWN STAFF DO IS NEITHER SEXY NOR PARTICULARLY NEWSWORTHY

RATHER, SIGNIFICANT PORTIONS OF THE COUNCIL’S JOB AND THE TOWN STAFF’S JOB IS TO MAKE THE TOWN SAFE, PAVE ROADS, CLEAR STORMDRAINS, KEEP OUR PARKS BEAUTIFUL, PROVIDE RECREATIONAL PROGRAMS, MAKE SURE THAT THE ROOFS OF OUR BUILDINGS DON’T LEAK, BALANCE THE TOWN’S CHECKBOOK, AND PLAN FOR THE FUTURE

MY HOPE FOR TODAY IS TO PROVIDE YOU WITH A LOOK UNDER THE PROVERBIAL HOOD TO GIVE YOU A CLEARER PICTURE OF THE ENGINE THAT IS OUR TOWN GOVERNMENT

KEEPING THE TOWN RUNNING, FINANCIALLY STRONG, AND AESTHETICALLY PLEASING IS WHAT YOUR TOWN GOVERNMENT DOES DAY IN AND DAY OUT

IT IS WHAT PROVIDES THE FRAMEWORK TO PERMIT THIS TOWN TO FLOURISH

AFTER RECAPPING 2023, I’LL OFFER A SNAPSHOT OF OUR FINANCIAL CONDITION

NEXT, I’LL COVER SOME OF THE CHALLENGES THAT AWAIT US

AND THEN LOOK TOWARDS WHAT LIES AHEAD IN THE TOWN’S FUTURE

I’LL CLOSE WITH A PREVIEW OF NEXT YEAR’S CELEBRATION OF THE TOWN’S 50TH ANNIVERSARY OF INCORPORATION

 

50 YEARS AGO

 THIS IS A SPECIAL MOMENT IN MORAGA’S HISTORY; WE ARE AT THE CUSP OF THE TOWN’S 50TH BIRTHDAY

 ALMOST FIFTY YEARS AGO, THE RESIDENTS OF THIS COMMUNITY JOINED TOGETHER WITH A COMMON PURPOSE ---- TO CREATE A LOCAL GOVERNMENT THAT WAS FOR THE PEOPLE, BY THE PEOPLE, AND OF THE PEOPLE OF MORAGA

 THOSE MORAGANS LAID THE FOUNDATION FOR A TOWN GOVERNMENT THAT UNDERSTOOD LOCAL PRIORITIES, AND, THEREFORE, MADE DECISIONS AND PROVIDED SERVICES THAT WERE TAILORED TO THE PARTICULAR NEEDS OF THIS COMMUNITY

 FROM THAT BEGINNING, MORAGA HAS EVOLVED INTO THE SPECIAL PLACE THAT IT IS TODAY – ONE THAT WARMLY EMBRACES ALL WHO SET FOOT IN THIS TOWN AND THAT OFFERS A SAFE PLACE FOR OUR CHILDREN, OUR SENIORS, OUR COLLEGE STUDENTS, OUR VISITORS, AND OUR FAMILIES


WHAT DIFFERENTIATES US

 MORAGA STANDS OUT FROM THE PACK OF THE MANY WONDERFUL COMMUNITIES IN THE EAST BAY IN A NUMBER OF RESPECTS:

 WE ARE CONSISTENTLY RATED AS ONE OF THE SAFEST CITIES IN CALIFORNIA

 WE ARE THE ONLY PLACE IN CONTRA COSTA COUNTY THAT HAS A HIGHLY REGARDED FOUR-YEAR UNIVERSITY, AND WE HAVE THE PLEASURE OF GATHERING ON THIS BEAUTIFUL CAMPUS THIS AFTERNOON

 OUR PUBLIC SCHOOLS ARE RANKED AMONG THE VERY BEST IN THE BAY AREA, CALIFORNIA, AND EVEN THE NATION

 AND WE ARE THE RARE CUL-DE-SAC COMMUNITY -- A LITERAL -- BUT NOT METAPHORICAL -- END OF THE ROAD OR -- IF YOU ARE A GLASS IS HALF FULL PERSON, THE BEGINNING OF THE ROAD THAT LEADS OUT TO THE REST OF THE WORLD.   IN EITHER EVENT, WHAT THAT MEANS FOR MORAGANS IS MORE QUIET, LESS THROUGH TRAFFIC, AND EASIER ACCESS TO THE GREAT OUTDOORS

 MORAGA IS ALSO DISTINCTIVE BECAUSE OF SEVERAL QUALITIES THAT ARE LESS SUCCEPTIBLE TO MEASUREMENT BUT THAT ARE DEEPLY INFLUENTIAL IN CREATING THE CHARACTER OF THIS COMMUNITY


VOLUNTEERISM AND COMMUNITY SERVICE

 FIRST, WE ARE A COMMUNITY WITH AN ESTABLISHED ETHOS OF VOLUNTEERISM AND COMMUNITY SERVICE  

 WE SEE EVIDENCE OF THIS REGULARLY IN THE MANY ACTIVE COMMUNITY SERVICE ORGANIZATIONS THAT THRIVE IN A TOWN OF ONLY 17,000 RESIDENTS

 WHEN OUR RESIDENTS IDENTIFY AN ISSUE, FIND A PROBLEM, OR HAVE AN IDEA OF HOW TO IMPROVE OUR TOWN, THEY ORGANIZE, ROLL UP THEIR SLEEVES, AND WORK UNTIL THE TASK IS SUCCESSFULLY COMPLETED --- ALL WITHOUT ANY EXPECTATION OF RECOGNITION OR REWARD

 THROUGHOUT OUR TOWN, THERE ARE TANGIBLE REMINDERS OF OUR RESIDENTS’ COMMITMENT TO THE SPIRIT OF SERVICE ABOVE SELF.  THEY INCLUDE:

 THE BUTTERFLY GARDEN AT MORAGA’S RANCHO LAGUNA PARK, WHICH NOT ONLY BEAUTIFIES THE PARK BUT IS HELPING TO PULL THE MONARCH BUTTERFLY BACK FROM THE BRINK OF EXTINCTION

 THE ALL-ACCESS PLAYGROUND AT THE MORAGA COMMONS, WHICH INVITES CHILDREN OF ALL ABILITIES

 THE LICENSE PLATE CAMERAS AT KEY INTERSECTIONS IN TOWN, WHICH HELP OUR POLICE EFFICIENTLY SOLVE CRIMES

 THE PUBLIC ART THAT BEAUTIFIES OUR PARKS, OUR MEDIANS, AND THE PLAZA IN FRONT OF THE NEWLY RENOVATED LIBRARY

 THOSE ARE JUST A FEW OF THE MANY VOLUNTEER-DRIVEN ENHANCEMENTS TO THIS TOWN

 

SEMI-RURAL FEEL, ACCESS TO URBAN AMENITIES

 SECOND, THIS COMMUNITY HAS THE BEST OF TWO WORLDS – WE ENJOY A SEMI-RURAL FEEL AND HAVE EASY ACCESS TO URBAN AMENITIES

 THE HILLS, SCENIC VISTAS, MILES OF HIKING TRAILS, AND PROXIMITY TO THE OUTDOORS DREW US HERE -- AND KEEP US HERE

 PRESERVATION OF THE NATURAL BEAUTY IN AND AROUND MORAGA IS ONE OF THE PRINCIPLES UPON WHICH THE TOWN WAS FOUNDED

 TODAY THE TOWN REMAINS TRUE TO THAT IMPERATIVE

 IN EVERY LAND USE AND DEVELOPMENT DECISION THAT THE TOWN MAKES, THE TOWN SEEKS TO SKILLFULLY BALANCE THE PRESERVATION OF OUR HILLSIDES AND OPEN SPACES -- ON THE ONE HAND – WITH -- ON THE OTHER HAND -- THE NEED TO MODERNIZE SO THAT THE TOWN REMAINS FINANCIALLY SUSTAINABLE, AND INDEPENDENT

LOCALLY, IT’S NO SECRET THAT THE COLLEGE IS A GREAT PLACE TO TAKE IN THE PERFORMING ARTS, LECTURES, AND ART SHOWS

 AND, MORE FUNDAMENTALLY, SAINT MARY’S AND THE TOWN OF MORAGA ARE PERFECT FOR EACH OTHER:  WE ARE CUT FROM THE SAME CLOTH ---- WE SHARE IN A PASSION FOR COMMUNITY SERVICE, THE LOVE OF INTELLECTUAL INQUIRY, AND AN OPEN-MINDED CURIOSITY ABOUT THE WORLD

 THE TOWN IS PROUD OF OUR FLOURISHING TOWN-GOWN RELATIONSHIP AND OF SHARING WITH ST. 

 MARY’S A COMMITMENT TO MAKING THIS COMMUNITY AN EVEN BETTER PLACE

 FIFTH, OUR TOWN GOVERNMENT IS LEAN AND LASER-FOCUSED ON PROVIDING EXCELLENT SERVICE AND AMENITIES TO OUR RESIDENTS, WHILE LIVING WITHIN OUR MEANS AND GETTING THE MOST BANG FOR THE BUCK FROM OUR LIMITED TAX DOLLARS

 OUR STAFF CONSISTENTLY PROVIDES SERVICES AND PROGRAMMING THAT ARE RESPONSIVE TO THE NEEDS OF THIS COMMUNITY AND AT THE LEVEL OF QUALITY THAT OUR RESIDENTS EXPECT AND DESERVE

 YET, ON A PER CAPITA BASIS, WE HAVE THE SMALLEST TOWN STAFF IN THE LAMORINDA AREA

 OUR POLICE FORCE SEES TO IT THAT MORAGA CONTINUES TO BE ONE OF THE SAFEST COMMUNITIES IN THE STATE, AND IT DOES SO WITH UNRIVALED EFFICIENCY AND FRIENDLINESS

 OUR TOWN ENGINEERS STRATEGICALLY SCORE GRANTS AND OUTSIDE FUNDING FOR OUR MANY SIGNIFICANT INFRASTRUCTURE PROJECTS THAT STRENGTHEN THIS TOWN

 OUR PUBLIC WORKS PERSONNEL WORK 24/7 TO KEEP OUR TOWN HAZARD-FREE IN THE AFTERMATH OF WINTER STORMS AND TO KEEP OUR PARKS AND FACILITIES ATTRACTIVE AND ACCESSIBLE

 OUR FINANCE DEPARTMENT BUDGETS FOR, TRACKS, AND REPORTS ON THE TOWN’S REVENUE AND SPENDING, WITH INTEGRITY AND FULL TRANSPARENCY

 THE TOWN’S PLANNERS DO THE DAILY BLOCKING AND TACKLING OF ISSUING PERMITS, REVIEWING DEVELOPMENT PROPOSALS, AND APPLYING THE LETTER AND SPIRIT OF OUR GENERAL PLAN, CODES, AND DESIGN GUIDELINES 

 AND OUR PARKS AND RECREATION DEPARTMENT OFFERS INNOVATIVE PROGRAMMING FOR OUR KIDS, OUR SENIORS, FAMILIES WITH SMALL CHILDREN, AND THE COMMUNITY AT LARGE

 I WILL SHARE SOME EXAMPLES OF STAFF’S OTHER ACCOMPLISHMENTS A LITTLE BIT LATER.  SUFFICE IT TO SAY THAT WE’D BE HERE ALL DAY IF I REALLY TRIED TO GIVE YOU A COMPLETE PICTURE OF THEIR CONTRIBUTIONS TO OUR DAILY LIVES AS MORAGANS

 IN SHORT, OUR TOWN MANAGER, SCOTT MITNICK, AND HIS STAFF COULD WORK ELSEWHERE, BUT THEY CHOOSE TO BE IN MORAGA.  THEY EMBRACE THIS COMMUNITY’S CIVIC ENGAGEMENT, INTEREST IN GOVERNMENT AFFAIRS, AND PASSION FOR THIS TOWN 


CIVIC-MINDED, INFORMED PUBLIC

 AND, FINALLY, THIS TOWN IS BLESSED WITH A CIVIC-MINDED, WELL-INFORMED, AND THOUGHTFULLY ENGAGED PUBLIC.  

 THE MEMBERS OF OUR COMMUNITY ROUTINELY AND CONSISTENTLY OFFER VALUABLE INPUT TO THE TOWN COUNCIL  

 THE UNFETTERED FLOW OF INFORMATION BETWEEN OUR RESIDENTS, ON THE ONE HAND, AND OUR TOWN GOVERNMENT, ON THE OTHER, HELP OUR STAFF PROVIDE BETTER SERVICES AND IMPROVE THE QUALITY OF THE TOWN COUNCIL’S DECISION-MAKING

ENHANCED SAFETY FOR SCHOOL CHILDREN, PEDESTRIANS AND CYCLISTS

 WE MADE GREAT STRIDES IN IMPROVING SAFETY FOR OUR SCHOOL CHILDREN, CYCLISTS, AND PEDESTRIANS

 WE CONTINUED WITH CROSSWALK IMPROVEMENTS THROUGHOUT THE TOWN – MAKING THEM MORE VISIBLE AND MORE OBVIOUS TO MOTOR VEHICLES

 WE HAVE BEEN ACTIVELY COLLABORATING WITH THE NEIGHBORS OF LOS PERALES ELEMENTARY ON PEDESTRIAN SAFETY IMPROVEMENTS TO CORLISS DRIVE NEAR THE SCHOOL

 WORKING WITH THE MORAGA SCHOOL DISTRICT, WE HAVE IMPROVED THE FLOW OF TRAFFIC IN FRONT OF JOAQUIN MORAGA MIDDLE SCHOOL – WHERE CARS, BUSES, PEDESTRIANS, AND CYCLISTS ALL COME TOGETHER AT SCHOOL DROP OFF AND PICK UP TIMES -- WITH MORE IMPROVEMENTS TO COME IN THE NEAR TERM

 WE SECURED FUNDING FOR BETTER SIDEWALKS, BICYCLE PATHS, AND CROSS WALKS ALONG THE SPAN OF MORAGA ROAD BETWEEN CAMPOLINDO HIGH SCHOOL AND THE MORAGA COMMONS PARK 

 AND WE RECENTLY RECEIVED A MULTI-MILLION DOLLAR GRANT TO IMPROVE THE INTERSECTIONS OF ST. MARY’S ROAD WITH RHEEM BOULEVARD AND BOLLINGER CANYON.  THIS PROJECT WILL YIELD BETTER TRAFFIC FLOW – ESPECIALLY AT PEAK TIMES -- AND SAFER ACCESS TO THE LAFAYETTE MORAGA TRAIL FOR PEDESTRIANS AND CYCLISTS

 

ACTIVELY PREPARED FOR EMERGENCIES

 THROUGHOUT 2023, THE MORAGA POLICE DEPARTMENT AND OTHER TOWN STAFF CONTINUED TO WORK SHOULDER-TO-SHOULDER WITH THE MORAGA ORINDA FIRE DISTRICT ON PLANNING AND PREPARING FOR EMERGENCIES AND EVACUATIONS

 THE COLLABORATION BETWEEN OUR TOWN GOVERNMENT AND THE FIRE DISTRICT IS EXEMPLARY

 TOGETHER, WE CONDUCTED VIRTUAL EVACUATION DRILLS, AND THE TOWN TEAMED WITH THE FIRE DISTRICT AS IT PERFORMED STRATEGIC CONTROLLED BURNS

 WE ALSO WORKED CLOSELY WITH OUR NEIGHBORING CITIES OF ORINDA AND LAFAYETTE TO ACQUIRE TECHNOLOGY THAT WILL SUPPORT THE ORDERLY AND EFFICIENT EVACUATION OF OUR TOWN IN THE EVENT OF AN EMERGENCY

 THE THREE LAMORINDA COMMUNITIES RECEIVED – THANKS TO CONGRESSMAN MARK DUSAULNIER -- A GENEROUS FEDERAL GRANT TO IMPLEMENT A REGIONAL SMART SIGNALS TRAFFIC COORDINATION NETWORK

 UNDER THIS SYSTEM, ALL THREE COMMUNITIES WILL INSTALL COMPUTERIZED TRAFFIC SIGNALS THAT INTERACT WITH EACH OTHER -- AND THROUGH A CENTRAL CONTROLLER

 WE SAW THE RETURN OF THE MORAGA COMMUNITY FAIR, WHICH SHOWCASED OUR BUSINESSES, OUR COMMUNITY GROUPS, AND OUR LOCAL ARTISTS.   WE ARE GRATEFUL TO THE MORAGA CHAMBER OF COMMERCE FOR MAKING THAT HAPPEN

 IN AUGUST, WE TEAMED WITH SAINT MARY’S ATHLETICS TO BRING A PROFESSIONAL SOCCER MATCH TO THIS CAMPUS  

 THE MATCH WAS A SELL OUT AND A GREAT SUCCESS

 THE COMMUNITY TURNED OUT IN DROVES

 AND WE GOT A TASTE OF WHAT PROFESSIONAL ATHLETICS IN MORAGA MIGHT LOOK LIKE IN THE FUTURE

 BY THE WAY, THE GROUP THAT BROUGHT THIS EVENT TO OUR BACKYARD IS HERE WITH US TODAY – THANK YOU TO THE TOWN FC FOR YOUR CONFIDENCE IN THIS COMMUNITY

 AND THE MORAGA TOWN COUNCIL REZONED THE COMMERCIAL AREAS OF THE TOWN TO ALLOW FOR MIXED RESIDENTIAL--RETAIL DEVELOPMENT – WHICH WILL INURE TO THE BENEFIT OF OUR BUSINESSES AND COMMERCIAL PROPERTY OWNERS WHO NOW HAVE THE OPPORTUNITY TO BUILD HOUSING AND ATTRACT MORE FAMILIES INTO OUR COMMERCIAL CENTERS

 AS MANY OF YOU KNOW, THE STATE OF CALIFORNIA HAS REQUIRED EACH TOWN AND CITY TO DEVELOP A PLAN AND A FRAMEWORK FOR ADDING HOUSING TO THE COMMUNITY IN AN EFFORT TO ADDRESS THE STATE-WIDE SHORTAGE OF RESIDENTIAL UNITS, ESPECIALLY THOSE THAT ARE AFFORDABLE TO A BIGGER SLICE OF THE POPULATION

 THE TOWN COUNCIL IS INCREDIBLY PROUD OF THE FACT THAT IN SEPTEMBER OF THIS YEAR, THE STATE OF CALIFORNIA OFFICIALLY CERTIFIED THE TOWN OF MORAGA’S HOUSING PLAN

 THIS WAS NO SMALL FEAT, AND MORAGA IS AMONG A SMALL NUMBER OF CALIFORNIA MUNICIPALITIES THAT HAVE OBTAINED THE STATE’S SEAL OF APPROVAL

 THE TOWN’S HOUSING PLAN WAS THE PRODUCT OF TWO YEARS’ WORTH OF INPUT FROM THE COMMUNITY, FROM COMMERCIAL AND RESIDENTIAL PROPERTY OWNERS, AND FROM PROSPECTIVE DEVELOPERS

 OUR VERY CAPABLE PLANNING COMMISSION – AND OUR INTREPID PLANNING STAFF – PULLED THE LABORING OAR ON DEVISING AND FINALIZING THE PLAN

 AND THROUGHOUT THE TWO-YEAR PROCESS, THE TOWN COUNCIL PROVIDED POLICY-LEVEL INPUT AND HIGH-LEVEL GUIDANCE, AND THE COUNCIL IS GRATEFUL FOR OUR PARTNERS AT THE STATE AND COUNTY LEVELS, SUCH AS SUPERVISOR ANDERSEN, WHO HELPED TRANSFORM THE TOWN’S VISION INTO A REALITY

 FIRST, THE TOWN’S HOUSING PLAN PROVIDES THE FRAMEWORK FOR REVITALIZING OUR TWO COMMERCIAL CENTERS BY TRANSFORMING THEM INTO LIVE-WORK-SHOP VILLAGES THAT WILL SERVE AS ANCHORS AND ECONOMIC ENGINES FOR OUR COMMUNITY

 SECOND, OUR HOUSING PLAN ALLOWS FOR A BETTER MIX OF IN-FILL HOUSING THAT IS ECONOMICALLY WITHIN REACH FOR SENIORS, FAMILIES WITH YOUNG CHILDREN, COLLEGE STUDENTS, TEACHERS AND STAFF FROM OUR SCHOOLS, AND EMPLOYEES OF MORAGA BUSINESSES

 THIRD, MORAGA’S HOUSING PLAN PROTECTS THE INTEGRITY OF OUR EXISTING SINGLE-FAMILY NEIGHBORHOODS AND PREVENTS THE SPRAWL OF NEW HOUSING UNITS INTO OPEN SPACE AND ON TOP OF RIDGELINES

 THE FACT THAT THE TOWN COUNCIL HAS ADOPTED – AND THE STATE HAS APPROVED -- THE PLAN IN AND OF ITSELF WILL NOT CAUSE HOUSING TO BE BUILT – THAT IS UP TO DEVELOPERS AND COMMERCIAL PROPERTY OWNERS WORKING IN COLLABORATION WITH THE TOWN

 BUT WHAT THE COUNCIL DID IN 2023 WAS TO MAKE CHANGES TO ZONING, OUR LAND USE CODE, AND THE GENERAL PLAN THAT WILL ALLOW AND ENCOURAGE NEW CONSTRUCTION AND MORE VIBRANCY WITHIN THE TOWN’S COMMERCIAL CENTERS 

 BY FOCUSING NEW DEVELOPMENT INWARD WITHIN THE TOWN’S RETAIL CENTERS, THE TOWN IS STRATEGICALLY AND SENSIBLY ALLOWING FOR DEVELOPMENT IN THE AREAS OF MORAGA THAT POSE FEWER WILDFIRE, EMERGENCY EVACUATION, AND ENVIRONMENTAL RISKS

 IN SHORT, THE TOWN’S STATE-APPROVED HOUSING PLAN POSITIONS US WELL FOR THE FUTURE, AND DOES SO IN A WAY THAT IS CONSISTENT WITH -- AND TRUE TO -- THE VISION LAID OUT BY OUR TOWN’S FOUNDERS FIVE DECADES AGO

 

IMPROVED INFRASTURCTURE AND PUBLIC FACILITIES

 WE MONITORED AND REPAIRED OUR PUBLIC STORM DRAINS IN ORDER TO HEAD OFF CATASTROPHIC FAILURES

 AS A RESULT OF THOSE EFFORTS, THE TOWN WEATHERED THE WAVE OF INTENSE STORMS AND RAINFALL THIS PAST WINTER SIGNIFICANTLY BETTER THAN MANY BAY AREA CITIES

 WORKING IN PARTNERSHIP WITH THE COUNTY AND THE FRIENDS OF THE MORAGA LIBRARY, THE TOWN MODERNIZED THE MORAGA LIBRARY.  IT’S NOW LIGHTER, MORE SPACIOUS, AND MORE WELCOMING TO PARTRONS OF ALL ABILITIES

 IN ADDITION, WITH SUPPORT FROM THE MORAGA COMMUNITY FOUNDATION AND OTHER COMMUNITY GROUPS, THE TOWN IMPROVED OUR PARKS BY MODERNIZING PICNIC FACILITIES, PROVIDING BETTER ACCESSIBILITY, AND INSTALLING PUBLIC ART

 AND THIS WINTER – AND THANKS AGAIN TO THE MORAGA COMMUNITY FOUNDATION – WE WILL HAVE SAID FAREWELL TO THE BATHROOM AT THE MORAGA COMMONS MAIN PARKING LOT AND REPLACED IT WITH A MORE MODERN AND USABLE FACILITY


PRIORITIZED TRANSPARENCY AND COMMUNICATION

 FINALLY, WE CONTINUED IN 2023 TO IMPROVE THE TRANSPARENCY AND EFFECTIVENESS OF COMMUNICATION BETWEEN THE TOWN GOVERNMENT AND OUR RESIDENTS

 WE ACTIVATED OUR SOCIAL MEDIA PLATFORMS TO BETTER DISSEMINATE INFORMATION, ESPECIALLY TO SEGMENTS OF THE COMMUNITY THAT OTHERWISE MIGHT NOT BE AWARE OF OR ENGAGED IN WHAT’S HAPPENING

 WE USED SURVEYS TO GREAT EFFECT AS A WAY OF GETTING INPUT FROM OUR CONSTITUENTS.  FOR EXAMPLE, THE TOWN ELECTRONICALLY SURVEYED OUR RESIDENTS AS WE DEVELOPED OUR HOUSING PLAN.  THAT OUTREACH YIELDED OVER 1200 RESPONSES – A RECORD FOR OUR TOWN – AND THE COMMUNITY’S FEEDBACK WAS INSTRUMENTAL IN SHAPING THE HOUSING PLAN

 AND WE HOSTED A NUMBER OF COMMUNITY MEETINGS AND TOWN HALLS ON TOPICS RANGING FROM HOUSING TO TRANSPORTATION, TO SAFETY MEASURES AROUND OUR SCHOOLS

 IN SHORT, 2023 WAS A VERY PRODUCTIVE YEAR, AND WE HAVE ALL OF YOU TO THANK FOR YOUR CONTRIBUTIONS TO THE COMMUNITY’S COLLECTIVE EFFORT

 IN JUNE, THE TOWN COUNCIL APPROVED CONVERTING THE TOWN TO A BIENNIAL BUDGET, WHICH ALLOWS FOR BETTER LONG-TERM FINANCIAL PLANNING AND FORECASTING

 OUR BUDGETS FOR FY 23/24 AND FY 24/25 ARE BALANCED

 WE HAVE BUDGETED TO MAKE CAPITAL INVESTMENTS IN INFRASTRUCTURE, ROADS, AND PUBLIC ASSETS TO THE TUNE OF $20.8 MILLION OVER THE NEXT TWO FISCAL YEARS, WHICH WILL SUPPORT 30 ONGOING AND NEW CAPITAL PROJECTS

 THIS REFLECTS THE TOWN COUNCIL’S LONG-STANDING COMMITMENT TO USING TAX DOLLARS TO INVEST PRUDENTLY AND STRATEGICALLY IN ROADS, STORM DRAINS, PARKS, AND OTHER PUBLIC FACILITIES

 OUR GENERAL FUND RESERVE LEVEL IS SOUND AND HARDIER THAN THE RESERVES OF THE VAST MAJORITY OF OTHER CALIFORNIA JURISDICTIONS.   A HEALTHY RESERVE OFFERS A WELCOME CUSHION IN THE EVENT OF UNFORESEEN SIGNIFICANT EVENTS

 THE TOWN COUNCIL ALSO CONTINUED TO TAKE STEPS TO MEET FUTURE PENSION OBLIGATIONS TO THE TOWN’S CURRENT AND FORMER EMPLOYEES BY INVESTING AND EXTRA $1.5 MILLION IN A PENSION TRUST FUND

 BUT DON’T JUST TAKE MY WORD FOR HOW YOUR TAX DOLLARS ARE MANAGED

 THE TOWN ONCE AGAIN RECEIVED THE GOVERNMENT FINANCE OFFICERS’ ASSOCIATION DISTINGUISHED BUDGET PRESENTATION AND FINANCIAL PLANNING AWARD

 AND – I HAVE THE HONOR AND PRIVILEGE OF ANNOUNCING – THAT JUST LAST WEEK THE TOWN RECEIVED A TRIPLE-A CREDIT RATING FROM STANDARD AND POORS FOR THE FIRST TIME IN OUR COMMUNITY’S HISTORY

 THIS IS THE HIGHEST RATING A MUNICIPALITY CAN RECEIVE, AND IT IS GIVEN SPARINGLY

 THIS RATING HELPED POSITION THE TOWN FOR YESTERDAY’S ISSUANCE OF BONDS THAT WILL BE USED TO REFINANCE OF SOME OF OUR DEBT OBLIGATIONS. I’M DELIGHTED TO REPORT THAT THE MARKET RESPONDED TO OUR BOND OFFERING BETTER THAN PROJECTED. THIS REFINANCING EFFORT SHOULD RESULT IN A MEANINGFUL REDUCTION IN RECURRING COSTS TO MORAGA TAXPAYERS – THAT IS WELCOME NEWS ANY DAY, BUT ESPECIALLY IN TODAY’S INTEREST RATE ENVIRONMENT

 FINALLY, THE TRIPLE-A CREDIT RATING THAT THE TOWN JUST EARNED BESPEAKS WALL STREET’S 

 CONFIDENCE THAT MORAGA IS WELL SITUATED – BOTH FINANCIALLY AND IN TERMS OF GOVERNANCE – TO TAKE ON WHATEVER THE FUTURE HOLDS

 ALTHOUGH THE TOWN ACCOMPLISHED A GREAT DEAL THIS YEAR, WE ARE CLEAR-EYED ABOUT THE CHALLENGES WE FACE IN MAKING SURE THAT MORAGA WILL CONTINUE TO EVOLVE AND PROSPER, WHILE RETAINING THE TOWN’S VERY ESSENCE THAT WE ALL CHERISH

 THE KEY CHALLENGES THAT WE FORESEE AT THIS POINT INCLUDE

 WE NEED TO CONTINUE TO TAKE CARE OF THE FUNDAMENTALS BY INVESTING IN OUR STREETS, STORM DRAINS, PARKS, AND PUBLIC THOROUGHFARES AND FACILITIES WITH DISCIPLINE AND WITH FISCAL PRUDENCE

 WE MUST PROVIDE FOR THE LONG-TERM FINANCIAL STABILITY AND SUSTAINABILITY OF THE TOWN AND CONTINUE TO LIVE WITHIN OUR MEANS AND WITHIN OUR LIMITED BUDGET.  THIS IS PARTICULARLY IMPORTANT AT A TIME WHEN THE STATE OF CALIFORNIA TRIES TO WORKS ITSELF OUT OF A SIGNIFICANT BUDGET DEFICIT

 ALSO -- FOR THE SAKE OF CONTINUED FISCAL HEALTH AND PROSPERITY -- WE NEED TO ENCOURAGE PRIVATE COMMERCIAL PROPERTY OWNERS TO WORK WITH US ON USING THE NEW ZONING, STATE RULES, AND NEW STATE FUNDING TOOLS TO REDEVELOP THEIR COMMERCIAL PROPERTIES AND ATTRACT MORE RESIDENTS AND BUSINESSES THAT WILL BOOST OUR LOCAL ECONOMY AND IMPROVE FUNDING FOR LOCAL PUBLIC SCHOOLS

 AND, FINALLY, WE NEED TO CONTINUE TO RECRUIT AND RETAIN THE BEST TOWN EMPLOYEES POSSIBLE.  WHILE MORAGA IS A HIGHLY DESIRABLE PLACE TO WORK AND LIVE, COMPETITION AMONG MUNICIPALITIES FOR THE BEST AND THE BRIGHTEST IS STIFF, AND WE WANT TO BECOME THE MUNICIPAL EMPLOYER OF CHOICE

 THIS COMMUNITY IS UP TO THE TASK OF MEETING AND SURMOUNTING ALL OF THESE CHALLENGES

 WE WILL DO IT THE WAY WE DO EVERYTHING – WITH TEAMWORK, WITH GOVERNMENT TRANSPARENCY, 

 AND WITH A SHARED COMMITMENT TO MAKING MORAGA EVEN BETTER AND EVEN STRONGER THAN IT IS TODAY

FIFTY YEARS AGO THIS TOWN WAS FOUNDED ON THE SHARED ETHIC OF SERVICE TO OTHERS, KINDNESS TOWARDS AND RESPECT FOR EVERYONE, AND GENEROSITY TOWARDS OUR NEIGHBORS

 IT IS THIS SHARED ETHIC THAT NOT ONLY MAKES MORAGA A GREAT PLACE TO LIVE, WORK, AND RAISE A FAMILY TODAY, BUT PROMISES A BRIGHT TOMORROW
