Community Meeting 

May 18, 2023, Community Meeting at The La Sala Room at the Hacienda de Las Flores, 2100 Donald Drive, 6:00p.m. to 7:30p.m. to seek feedback on the character of new development, affordable housing, inclusionary housing, building heights, commercial scenic corridor regulations, and related topics. 

Housing Element Survey 

The Town collected valuable community input in three languages(English, Spanish, and Chinese) through the Housing Element Survey.  The survey opened on January 31, 2022 concluded on April 30, 2022.  


Balancing Act Tool 


Balancing Act. The Balancing Act Tool was open from March 3, 2022 to May 20, 2022, and enabled residents to "click" on each of the subareas and use "plus" and "minus" tools to add virtual housing units to each area.

Housing Element 2023-2031


The Housing Element includes an extensive public engagement process to reach all segments of the community and stakeholder groups to ensure residents are aware of the requirement to zone for a variety of housing types and address affordable housing needs, and to ensure that the policies reflect local priorities and values. The public engagement process includes community workshops, presentations to neighborhood and community organizations, focus group meetings, web-based information and activities (surveys), and updates to the Planning Commission and the Town Council, as well as public hearings.  Numerous communication platforms will be utilized, such as flyers, various social media posts, web announcements, press releases, news stories, and information for neighborhood newsletters. Upcoming meetings, workshops and hearings will be posted below.


Government Code 65583(c)(7) requires that: "The local government shall make a diligent effort to achieve public participation of all economic segments of the community in the development of the housing element.”  The housing element will need to describe efforts made to engage the community throughout the process. The community engagement process should establish a community vision, continually inform the public, engage in meaningful dialogue, and receive input and feedback so that a path forward is established.
