Recent Town Council Actions on October 11, 2017

ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
On April 28, 2017, the Governor signed Senate Bill (SB) 1, the Road Recovery and Repair Act of 2017 into law. SB 1 creates new taxes and fees that will feed the Road Maintenance and Rehabilitation Account (RMRA) created to fund road repairs. To receive SB 1 funds, municipalities are required to report their road projects to the State. Council complied with SB 1 by passing a resolution and designating road projects to be funded with the initial allocation of $93,300 for FY 2017/18. SB 1 funds will supplement the Measure K funds.

MORAGA CENTER SPECIFIC PLAN (MCSP) CONTRACT WITH OPTICOS DESIGN, INC.
Town Council considered a request to fund additional work under the existing contract with Opticos Design on the MCSP Implementation Project. Due to the Town’s current fiscal constraints, the Council did not approve the requested funding for future consultant work, suggesting this could be considered as part of the FY 2018/19 budget discussions. However, Council did express an interest in staff bringing forward a “macro level” discussion of the existing MCSP and potential amendments to it. TOWN MANAGER RECRUITMENT PROCESS
Town Council provided feedback to Bobbi Peckham, President of Peckham and McKenney, on the executive search process for the next Town Manager. Based on Council direction, a marketing brochure is being developed and additional outreach efforts to receive community input are being scheduled. Information will be posted on the Town website and other media sources when available.

THIRD QUARTER TOWN COUNCIL GOALS UPDATE
Town Council accepted the status report on staff efforts toward 2017 Council goals, which also included an update on the ongoing and carryover goals.

BOLLINGER VALLEY EIR CONSULTANT CONTRACT
Town Council authorized an amendment to the existing contract with Hauge-Brueck Associates for the Bollinger Valley Environmental Impact Report to study an additional project alternative.

OVERSIZE VEHICLE ORDINANCE APPROVED
Town Council adopted an Ordinance to provide additional regulations for long-term vehicle parking and establishing restrictions on parking of oversize and commercial vehicles in residential neighborhoods. The ordinance will become effective on November 9, 2017 (30 days after adoption).

PARKS AND RECREATION CONTRACT EXTENSION
The Town Council extended the agreement for park and recreation services with the City of Walnut Creek for an amount not to exceed $15,000. The agreement provides support to the Town’s Parks and Recreation Department as a result of the Director vacancy.

PROCLAMATION HONORING MORAGA WOMEN’S SOCIETY
Town Council issued a proclamation honoring the Moraga Women’s Society in celebration of their 50th anniversary and to officially recognize their $400,000 in contributions to the Town and its schools, parks and library since they were founded in 1967.

PROCLAMATION HONORING MORAGA PARK FOUNDATION
Town Council honored the Moraga Park Foundation with a proclamation for their contributions of more than $500,000 since the Foundation’s inception. The Foundation has funded improvements to the Town’s parks and supported many worthy community projects. All of the activities the Foundation supports add to the enjoyment and quality of life for Moraga residents and visitors.

PROCLAMATION HONORING JOHN MUIR LAND TRUST
Town Council approved a proclamation to honor the John Muir Land Trust (JMLT) to be presented at the opening of the Carr Ranch property on Saturday, October 14. The 604 acre Carr Ranch property was purchased by the JMLT to preserve the land and provide public access for hiking, equestrian activities, and communing with nature.
