Livable Moraga Road Project

The Livable Moraga Road project is a community-based planning effort for Moraga Road, looking at ways to improve the function, character and livability of the corridor between Campolindo High School and St. Mary’s Road.  Key issues to be addressed in the Livable Moraga Road project include traffic flow, safety and connectivity along the corridor for all users – auto, bicycles, pedestrians and transit; connections to neighborhoods, schools and shopping areas; and the design and character of the roadway as a key gateway to and through Moraga.

June 22, 2016 Town Council Meeting

At the meeting, Council voted 3-1 to endorse a corridor-wide design concept for the Livable Moraga Road street project between Campolindo Drive and St. Mary’s Road. The endorsed concept includes a modification of the design for Segment 3 of the corridor (Donald Drive to Corliss Drive) to accommodate two lanes of travel in both directions and a protected multi-use path, but no center-turn lane (see figure below). With this direction, the project can move forward with detailed designs for priority projects along the entire corridor. The final Livable Moraga Road plan will be considered by Council in late 2016.

April 13, 2016 Council Meeting

At the April 13 meeting, the Council received and discussed the results of the recent Town-wide mail survey on options for the reconfiguration of Moraga Road between Donald and Corliss Drives, as part of the Livable Moraga Road project. After lengthy discussion about the safety needs of pedestrians and cyclists in this segment, and consideration of the Survey Results, on a split vote, the Town Council approved Survey Option 1. This option was preferred by focus groups, the Town Advisory Committee, the Design Review Board and the Planning Commission. Option 1 includes one southbound lane, two northbound lanes, and a center turn lane, as well as bike lanes, parking, and a separated eight-foot wide path for pedestrians and cyclists. The majority of the Town Council felt this option best met the current needs of vehicular traffic while improving the safety of pedestrians and cyclists within the existing width of the roadway. The recommended option will be incorporated into the complete “Corridor Concept” for Moraga Road, to be reviewed by the Town Council at a future meeting. January 14, 2015 Town Council Meeting

At the January 14 meeting, some members of the public in attendance expressed strong support for the option recommended to Town Council; others felt more substantial facilities should be provided for pedestrian and cyclists; while others were concerned about a reduction in vehicle lanes and capacity.  Among the Town Council there was not consensus on whether to support the staff recommendation as proposed.  Instead, the Town Council agreed that the change proposed was an important enough question that additional and more extensive outreach, in the form of a community-wide survey should be conducted on the Segment 3 proposals.  
Subsequently, the Town commissioned Godbe Research to conduct a mail survey of Moraga households to help inform and support the Livable Moraga Road Project and specifically, the preferred configuration of Segment 3.  


November 20, 2014 Livable Moraga Road TAC Meeting

On October 21, the Planning Commission, Design Review Board and Park and Recreation Commission held a joint meeting to consider the recommendation of the Town Advisory Committee (TAC) for the Livable Moraga Road corridor concept, and short-term and long-term options for the segment of Moraga Road between Corliss Drive and Donald Drive, also known as Segment 3.  The TAC endorsed the overall corridor concept which includes a continuous multi-use path, sidewalks and bike lanes, as well as intersection improvements such as a new traffic signal at Corliss Drive, modification of the Rheem/Moraga Road intersection to improve pedestrian and bicycle safety, and work with the School District to improve congestion around Campolindo High School.  For Segment 3, the TAC recommended, as a short term configuration, either Option B or C, and long-term, Option B.  Both Options involve reducing the number of travel lanes. Option B includes one southbound and two northbound lanes, plus a center turn lane; Option C has one southbound and one northbound lane and a center turn lane.  Both options include the multiuse path, sidewalk, bike lanes and on-street parking. Click on the links below for graphics of the corridor-wide and segment 3 options:

The Board and Commissions had consensus that there could be a reduction in the number of through travel lanes in this segment, that introduction of a center turn lane was a beneficial safety improvement, and on options that included a continuous multi-use path, bike lanes and sidewalks, although there was not complete consensus on whether Option B or C was preferable.  There was also support for the overall corridor concept.

Close to 50 Moraga residents attended the September 29 and shared comments on corridor-wide improvements for Moraga Road from the Commons to Campolindo, including options for vehicle lanes, bicycle lanes, parking and pedestrian paths in the area between Donald Drive and Corliss Drive (shown in the overall corridor concept as "Segment 3"), and decide how the needs of motorists, walkers and cyclists can best be balanced.

About 30 Moraga residents joined the consultant team and staff to walk along Moraga Road from Rheem Boulevard to the Moraga Commons. Participants shared lots of great observations and ideas based on their experiences using the corridor, giving the project team valuable insights as we move into the next phase of the project.
