Hillside and Ridgeline Project Page
About the Project
As one of its 2013 Goals, the Town Council requested that existing regulations for hillside and ridgeline development be studied and potentially updated. In late 2013, the Council authorized a scope of work for the project, that includes comprehensive review of existing policies and regulations, and consideration of updates to provide better and more consistent interpretation of those regulations. Since then, a consultant team, headed by PlaceWorks, has been selected, and the Town Council has formed a Town Steering Committee including members of the Town Council, Planning Commission, Design Review Board and Park and Recreation Commission.

Planning Commission Study Sessions - October 17, 19, 27; November 1, December 1
Planning Commission Study Sessions to consider recommendation to Town Council on adoption of draft amendments to Moraga's Hillside and Ridgeline Regulations. The draft regulations can be downloaded at the link below. The staff report and agenda are available on the Planning Commission agendas webpage.
The December 1 Staff Report includes links to a number of files. All of the linked files are listed below, in the order they appear in the Staff Report.
The Planning Commission will also consider a recommendation on the proposed Initial Study and Negative Declaration for the project, prepared pursuant to the California Environmental Quality Act (CEQA). The Initial Study was circulated on September 13, 2016, and comments will be accepted on the document through Monday, October 3, 2016. Please see the links below, for additional information.

Issues and Options Public Workshop Thursday, September 17, 2015
The Town of Moraga hosted the third public workshop for the Hillside and Ridgeline project. At this workshop you will identify your preferred options to address key project issues. These issues include the meaning of “protect ridgelines from development,” steep slope development restrictions, hazard remediation, and viewshed protection.

Town Council Meeting, March 11, 2015
The Town Council considered the Steering Committee recommendation for scope of the next phase of the project, as well as the updated background report and landslide maps.
Planning Commission Meeting, January 5, 2015
At this meeting, the Planning Commission received an update on the project and Steering Committee recommended issues list, background report and landslide mapping.
Steering Committee Meeting, Wednesday, November 19, 2014
The Steering Committee met on November 19, 2014 to review the updated Background Report, edited to reflect public comments; review new maps of landslide hazards; and consider a list of key issues to be studied in the next phase of the project. These recommendations were forwarded to the Planning Commission for review on January 5, 2015, and Town Council on January 28, 2015.
Understanding Moraga's Hillside Regulations Report
The Town has developed a document: Understanding Moraga's Hillside Regulations that summarizes the Town's existing regulations in a clear and easy to read format. The final report, which includes comments received from the public is below.

Community Workshop #2, Thursday, June 5, 2014
