Housing Element Update


The Housing Element is part of the Town's General Plan. State law requires cities to update the Housing Element periodically to make sure that the housing needs of the community are being met and that provisions of California law are adequately addressed. The Town's current Housing Element, which covers a planning period through 2014, was adopted in 2010. To review or download a copy of the current Housing Element, please click on the link below. The updated Housing Element will be a plan for the 2014-2022 period.  The Association of Bay Area Governments (ABAG) adopted the Regional Housing Needs Allocation (RHNA) for the 2014-2022 planning period on July 18, 2013.  The Town of Moraga's share of the regional housing need is 229 units, including 119 affordable units.

The existing Housing Element (adopted in 2010) provides a solid foundation for the 2014 update.  It addresses all relevant changes in State law at the time the Housing Element was adopted.  Since that time some additional changes have been made to State law that will be addressed by the Housing Element Update. The Town started the Housing Element update in April 2014. The work involves two primary tasks. The first task involves adopting Zoning Ordinance Amendments.  The Town must complete these amendments to be eligible for certification from the State for the upcoming Housing Element cycle. If the programs are not adopted, the Town’s eight-year cycle will revert to a four-year cycle and the next Housing Element will be due in 2018, instead of 2023. The second task involves updating the Housing Element and gaining state certification by January 31, 2015. The second task relies on the zoning text amendments being adopted.
